Decision-Making Process in Developing A “Quick Win” Program to Increase Oil Production in PHE Subholding Upstream
Abstract
Throughout 2021, PT PHE as an Subholding Upstream, faced the issue of unachieveable drilling well target with the realization only 88.4% of the YTD RKAP Revisi target, and 84% of the RKAP Revisi target that were successfully onstream. This issue has an impact on the oil production target from August to December 2021 where the total realization of oil production up to Q4 in 2021 was 88.2% of the oil production target. This study aims to select and determine the decisionmaking process in order to find a solution to the issue of decreasing oil production volume in the Subholding Upstream, especially in Regional 2 area and determine proposed wells that are easy to execute as the main guide in developing the Quick Win Program in Subholding Upstream. The results of calculations using the Weight Sum Model method in the form of alternative rankings in the Regional 2 and from the calculation with the DTA method, the Quick Win Program simulation showed an increase in production compared to the original case in forecasted production profile of the RKAP 2023 development wells.
